Prior to joining Ferlise and Associates in 2009, Mark was the CECOM Life Cycle Management Command Chief Counsel. In that capacity, he served as the Command’s senior ethics counselor, alternative dispute resolution senior advisor, and final authority on all legal matters. He managed a 70 person Legal Office and oversaw the execution of its extraordinarily diverse mission, providing legal and business judgment advice, guidance and counsel in acquisition, litigation, personnel, equal employment opportunity, environmental, procurement fraud, ethics and administrative law as well as military justice, claims and legal services.
Widely recognized as the Department of the Army’s “go to” attorney, Mark’s expertise was regularly sought in conjunction with the Army’s most critical, complex and controversial, multibillion dollar programs.
He was appointed to the Senior Executive Service as the CECOM Chief Counsel in 2004. During his 31 years of service at Fort Monmouth, he served in numerous leadership positions in the CECOM Legal Office including Chief of the Adversary Proceedings Division (1983 to 1988), Chief of the Procurement Law Division (1988 to 1996), Deputy Chief Counsel (1996 to 2002) and Acting Chief Counsel (2002 to 2004).
Mark has received numerous civilian awards and decorations, most notably the Meritorious Presidential Rank Award in 2008 and the Army Exceptional Civilian Service Award in 2009 and 2002.
Mark holds a Bachelor of Arts Degree, cum laude, in American History and Political Science from New York University and a Juris Doctorate Degree, cum laude, from New York Law School. He is admitted to the New York State Bar.
