Susan Harbort

Prior to joining Ferlise and Associates, Susan was a Department of the Army civilian attorney for 30 years. She began her Government career as a General Attorney with the CECOM Legal Office at Ft. Monmouth, NJ, practicing both Government contract law and employment law. Susan has significant experience in all aspects of the source selection process, protests before the Government Accountability Office and Court of Federal Claims, as well as Agency level protests, contract claims and appeals, and contract administration issues. In 2009, Susan was selected as a Business Law Division Chief within the CECOM Legal Office, providing oversight and guidance to a team of attorneys, advising in all areas of contract and employment law. In addition, Susan was the senior legal advisor to the Program Executive Officer for Intelligence, Electronic Warfare and Sensors and to the CECOM Integrated Logistics Support Center. In 2010, Susan moved with the Legal Office to Aberdeen Proving Ground, MD.

In 2015-2016, Susan served first as the Acting CECOM Deputy Chief Counsel and then as Acting Chief Counsel, serving as the senior legal advisor to two Commanding Generals, other General Officers and Senior Executive Service leaders. In this capacity, Susan supervised a staff of over 100 civilian and military employees.

During her career with the Army, Susan received numerous awards, most notably the Army Materiel Command’s Joyce I. Allen Attorney of the Year award (2018) and the Meritorious Civilian Service Award.

Susan earned her BA in Political Science from Purdue University and her JD from the University of Maryland School of Law. She is admitted to the New Jersey State Bar.
